This biennial report continues the joint JRC-OECD analysis of the Intellectual Property (IP) portfolios of the world’s top 2 000 R&D investors and explores the pivotal role played by these companies in the development and commercialisation of new technologies, as reflected in their patenting and trademark filing activity. It provides a thematic focus on the contribution of the world’s top 2 000 R&D investors to innovation in climate change mitigation and adaptation technologies as a response to the new climate neutrality objectives. The report shows that global R&D and patenting activities remain highly concentrated within the world’s top 2 000 R&D investors. These are responsible for ..EU > EU Publications
Including owner-occupied housing costs in the HICP : some technical and policy remarks : monetary dialogue papers : November 2021.
We discuss the full inclusion of the owner-occupied housing costs (OOHCs) in the EU's harmonised index of consumer prices (HICP). We briefly review the main methods used for including these costs into consumer price indices, and in particular the reasons why the EU authorities prefer to adopt the net acquisitions approach rather than the rent equivalence approach, as other major countries did. We also argue that in the current scenario an acceleration of the EU's roadmap towards a full inclusion of OOHCs in the HICP would be desirable. This paper was provided by the Policy Department for Economic, Scientific and Quality of Life Policies at the request of the committee on Economic and Monetar..EU > EU Publications
Reforming research assessment is increasingly considered a priority to ensure the quality, performance and impact of research. Reform, however, requires cultural and systemic changes which are proving to be very complex and slow to implement. During the period March-November 2021, the European Commission consulted European stakeholders on how to facilitate and speed up changes. This scoping report presents the findings from the consultation, identifies the goals that should be pursued with a reform of research assessment, and proposes a coordinated approach based on principles and actions that could be agreed upon by a coalition of research funding and research performing organisations commi..EU > EU Publications

The certification of the absorbed energy (low energy) of Charpy V-notch reference test pieces for tests at 20 °C : ERM®-FA013cc.
This certification report describes the processing and characterisation of ERM®-FA013cc, a batch of Charpy V-notch alloy steel reference test pieces certified for the average absorbed energy (KV). Sets of five of these test pieces are used for the indirect verification of pendulum impact test machines according to ISO 148-2 (Metallic materials - Charpy pendulum impact test – Part 2: Verification of testing machines). KV is operationally defined and refers to the impact energy required to break a V-notched test piece of standardised dimensions, as defined in ISO 148-1. The certified value of ERM-FA013cc is made traceable to the International System of Units (SI), via the SI-traceable certi..EU > EU Publications

She figures 2021 : tracking progress on the path towards gender equality in research and innovation.
Since the European Commission’s ERA Communication of 2012, gender equality as a priority has been strengthened progressively. With the 2020 ERA Communication, there has been a renewed commitment for gender equality in Research and Innovation (R&I) through various measures and initiatives. Key to achieving the objectives of the ERA is Horizon Europe (2021-2027), the Framework Programme for R&I, which sets gender equality as a crosscutting principle. The She Figures publication, first released in 2003 and updated every three years since, monitors with comparable pan-European data the state of gender equality in R&I.
