Ministers adopted conclusions on the Economy of Wellbeing. The conclusions call upon the Commission and member states to systematically take into account the wellbeing perspective when designing policy measures. "The Economy of Wellbeing marks a paradigm shift from the focus on economic growth towards the wellbeing of people, which is a principal aim of the whole EU project. We invite the Commission to propose a new long-term strategy for the Union to succeed the Europe 2020 strategy for growth and jobs, reflecting the Economy of Wellbeing." 도시재생 뉴딜의 그림자, 젠트리피케이션 부작용 막아야

□ 국회입법조사처(처장 김하중)는 도시재생 뉴딜의 실효성을 제고하고자, 「젠트리피케이션(상가 내몰림) 대응정책 평가와 개선과제」 보고서를 발간 □ 급격한 임대료 상승으로 임차인의 비자발적 이주와 주민갈등이 사회적 이슈로 부각되면서 국회와 정부는 젠트리피케이션 방지를 위해 법 개정 등 다양한 노력을 해 왔음 □ 지역 공동체가 주도하는 도시재생을 강조하는 ‘도시재생 뉴딜’은 주민갈등을 유발하는 젠트리피케이션 현상으로 인해 정책 추진에 어려움을 겪을 수도 있음 ○ 국토교통부는 2018년 「내 삶을 바꾸는 도시재생 뉴딜 로드맵」을 발표하고 젠트리피케이션 부작용에 선제적으로 대응하기 위해 상가 젠트리피케이션 동향 모니터링 체계 구축, 상생협약 활성화 지원, 상생협력상가 공급 등을 주요 과제로 제시함 ○ 각 지자체들은 이미 젠트리피케이션 방지 조례 제정, 상생협약 체결 및 상생협력상가 조성 등을 통해 젠트리피케이션 방지를 위해 노력하고 있으나, 제도 운영 과정에서 여러가지 한계가 부각됨 ○ 이러한 한계에도 불구하고 정부의 도시재생 뉴딜 로드맵의 젠트리피케이션 대응정책은 지자체 정책에 대한 평가 및 보완 없이 유사한 형태로 추진되고 있다는 지적이 있음
